Łupki, czy głupki

 

 

Już dzielimy skórę na niedźwiedziu, a łupki – głęboko. Gdyby tak z gazem łupkowym się udało to mamy „Kuwejt” i „Eldorado”. Jedni przekonują, że to inwestycyjny pewniak, a inni, że horror i ekologiczna zagłada.

            Ostrzeżenia płyną m.in. z Francji. Udałem się tam. W Paryżu rozmawiałem z Panem Kazimierzem Piotrem Zaleskim bardzo zasłużonym dla polskiej kultury aktualnym prezesem Polskiego Towarzystwa Historyczno-Literackiego (tak, tego sięgającego 1-szej połowy XIX wieku). Ale nie tylko o klejnocie naszej emigracji – Bibliotece Polskiej w Paryżu – a właśnie o surowcach i kopalinach. Prezes Zaleski – partyzant, więzień Majdanka, lubelskiego zamku, a potem Wronek – to wybitny, światowy ekspert atomistyki, wykładowca Massachusetts Institute of Technology, konsultant bezpieczeństwa atomowego, dyrektor firmy budującej elektrownie atomowe oraz obecnie administrator generalny i wykładowca Ośrodka Badawczego Geopolityki Energii i Surowców na Uniwersytecie Paryskim.

            I właśnie w historycznym, polskim domu nad Sekwaną usłyszałem:

            - Uważam, że warto wiercić aby zbadać złoża gazu łupkowego i warunki w jakich się znajdują te złoża, trzeba to wszystko przebadać z wielką ostrożnością. Trzeba stworzyć komisję politycznie niezależną i kompetentną na wzór komisji amerykańskich, francuskich, szwedzkich które, kontrolują energię jądrową, aby zdecydować czy można eksploatować w warunkach zadawalających  z punktu widzenia ekologicznego i zdrowotnego dla społeczeństwa te zasoby gazu łupkowego. Komisja ta musiałaby mieć dostęp do wszystkich technicznych danych, które posiadają przemysłowcy proponujący eksploatacje tych złóż między innymi kompozycje materiału, który się wciska do ziemi, ewentualnie na warunkach komercjalnych konfidencjalnych czyli niedostępnych dla konkurencji. Komisja ta musi w późniejszym etapie nadzorować wykonanie tej eksploatacji. Jeżeli ta komisja wyda pozytywna opinie to przypuszczam, że z punktu widzenia ekonomicznego ta eksploatacja da wyniki pozytywne, gdyż ceny energii pójdą w górę prędzej czy później, a poza tym Polska będzie miała dwie korzyści: większe bezpieczeństwo w zaopatrzeniu rynku energetycznego w Polsce, pozytywny wpływ na bilans handlowy.

Eksploatacja amerykańska, która istnieje od kilku lat jest bardzo ważnym przykładem, ale nie dostatecznym aby decydować o ważności eksploatacji w Polsce, gdyż warunki lokalne są bardzo ważne - miedzy innymi dostęp do wody itd.

Pan Prezes Kazimierz Piotr Zaleski, jest na pewno bardzo znaczącym przedstawicielem naszej emigracji, nikogo nie lobbuje, nikomu nie musi schlebiać. Jest ekspertem o światowym znaczeniu pełniącym bardzo ważne funkcje w sprawach atomistyki i surowców.

            Ale – jak wiadomo – dochodzą z Francji i inne głosy. Przed kilkoma miesiącami rząd francuski ogłosił moratorium na wydobycie gazu łupkowego. Sekretarz Stanu Pani Natalii Kosciusko-Morizet – od gospodarki i rozwoju, a od kilku dni ogłoszona w wyborach rzecznikiem kandydata Sarkozego – po wizycie w Kanadzie i USA – zgłosiła zastrzeżenia. Podobnie mówi również ubiegająca się o prezydenturę Francji deputowana Pani Corrine Lepage. Z zawodu prawniczka zasłynęła wygraniem wielkiego procesu z właścicielami amerykańskiego tankowca, gdy po katastrofie przewożona tym statkiem ropa zniszczyła wielkie połacie francuskiego wybrzeża. Pani Lepage zdobyła odszkodowanie i uratowała tysiące rybackich rodzin.

            W Strasburgu, w jej gabinecie słyszę: - Dlaczego ludzie, na których ziemi wstrzykiwana będzie trucizna nie mogą znać jej składu. (S.T.: chodzi o ok.1% „czegoś” co dodawane jest do wody wciskanej na głębokości 2-2,5 tysiąca metrów pod ciśnieniem 600 atmosfer; to niby tylko 1 procent, ale przecież licząc od ogromnej ilości wody).

- Nie należy godzić się na wciskanie do ziemi, nawet na tak znaczne głębokości czegoś nieznanego. Firmy muszą ujawnić co to jest. Choćby po to, by w wypadku zachorowań, np. po awarii wiadomo było jak zabierać się do leczenia ludzi i ochrony przyrody. Jeśli nie ujawnią – nie powinny otrzymać koncesji.

            Czy te zastrzeżenia francuskiej adwokat, która udowodniła już, że potrafi ratować ludzi – nie wydają się zasadne.

            Dlaczego poddajemy się bez walki. „Obcy” wchodzą na naszą ziemię. (i pod ziemię) obiecując złote góry. Na pewno nie robią tego z… fillopolnizmu, ze względu na miłość do oberka, czy schabowego. Podobno tylko dwie światowe firmy mają w tej sprawie KNOW-HOW. Podobno się nie zgadzają na ujawnienie swoich strzeżonych patentów. Podobno… Ale podobno też, że podobno Polak najczęściej mądry po szkodzie. Negocjatorzy do dzieła. Żeby nie było jak offsetem np. za F-16.

            Italią wstrząsnął kilka dni temu wyrok po trwającym 26 lat procesie. Oto w sądzie w Turynie wymierzono szwajcarskiemu miliarderowi 64-letniemu Stephanowi Schmidheineyowi i 90-letniemu Belgowi Jeanowi-Luisowi De Carterowi karę 12 lat więzienia, wprawdzie zaocznie, ale jednak. Mają też zapłacić 250 milionów euro odszkodowań. Z powodu zaniedbań firmy Eternit zmarło ponad dwa tysiące Włochów na skutek chorób spowodowanych wdychaniem włókien azbestowych.

            U nas – proszę Państwa – zalega jeszcze, głównie na dachach 500 tysięcy ton azbestowego świństwa. Kiedy wreszcie porządnie tym się zajmiemy. Czy dopiero jak nam Unia karze? Albo, gdy zapłacimy miliony jak bezkarni dotąd panowie S.S. i J-L de C. Obojętne czy to „oliwa-sprawiedliwa”, czy „Pan bóg nie rychliwy, ale sprawiedliwy” – ważne, że powiało z Włoch optymizmem. Zresztą nie tylko stamtąd. Również z USA, skąd z jednej strony wciskają nam tajemniczą nieujawnioną technologię do uwalniania gazu z łupków. A z drugiej – również kilka dni temu – skazano gigantyczną firmę Monsanto produkującą pestycydy za zatrucie – wyrobem Lasso – 47 letniego rolnika, który również walczył o odszkodowanie przez wiele lat.

- Człowiek jest omylny – mówi Pani Corrine Lepage startująca z niezależnej listy konkurentka Nicolasa Sarkozego – lepiej wszystko dokładnie sprawdźcie. Firmy muszą podać skład tego co wlewają w ziemię. Inaczej nie powinny otrzymać koncesji.

P.S. Wczoraj otrzymaliśmy informacje, że Pan Prezes Kazimierz Piotr Zaleski będzie – 20 marca w Belwederze – odznaczony orderem Polonia Restituta przez Prezydenta Bronisława Komorowskiego.

Schistes ou jocrisses

 

On est déjà en train de vendre la peau de l'ours, alors que les schistes sont bien enfouis. Si le gaz de schistes marchait on est en plein Koweït et Eldorado. Les uns veulent nous convaincre, que c'est un investissement certain, les autres que c'est l'horreur et le  désastre écologique.

            Les avertissements viennent notamment de France. Je m'y suis rendu. J'ai discuté à Paris avec Monsieur Casimir Pierre Zaleski, le très méritant pour la culture polonaise actuel Président de la Société Historique et Littéraire Polonaise (oui, celle qui date de la première moitié du XIXè siècle). Mais pas uniquement du joyau de notre émigration – de la Bibliothèque Polonaise à Paris – mais justement des matières premières et des fossiles. Monsieur le Président Zaleski – résistant, ancien prisonnier de Majdanek, du château de Lublin, puis de Wronki – est un expert mondial éminent dans le domaine du nucléaire, enseignant du Massachusetts Institute of Technology, consultant en sécurité nucléaire, directeur d'une société de construction de centrales nucléaires, et actuellement administrateur général et enseignant du Centre de géopolitique de l'énergie et des matières premières à l'Université  Paris-Dauphine.

            Et c'est justement dans une maison polonaise, historique, à Paris que j'ai entendu :

            - J'estime que ça vaut la peine de faire les forages, pour analyser les gisements du gaz de schiste et les conditions dans lesquelles ces gisements se trouvent, il faut analyser tout cela avec beaucoup de prudence. Il faut créer une commission politiquement indépendante et compétente, à l'image des commissions américaines, françaises, suédoises qui contrôlent l'énergie nucléaire, afin de décider si l'exploitation de ces gisements est possible dans des conditions satisfaisantes du point de vue écologique et de santé publique. La Commission devrait avoir accès à toutes les données techniques dont disposent les entreprises qui proposent leur exploitation, avec notamment la composition des substances injectées dans la roche, sous réserve éventuellement des règles de confidentialité commerciales, c'est à dire de manière protégée de la concurrence. Cette commission doit dans un deuxième temps superviser l'exploitation. Si l'opinion d'une telle commission était favorable, il me semble que du point de vue économique l'exploitation donnera des résultats positifs, car les prix de l'énergie vont augmenter tôt ou tard, et de toutes façons la Pologne y gagnera deux avantages : plus de sécurité pour l'approvisionnement du marché énergétique et un impact positif sur le bilan commercial.

L'exploitation américaine, qui s'effectue depuis quelques années, est un exemple très important, mais non suffisant pour déterminer l'importance de l'exploitation en Pologne, car les conditions locales son extrêmement importantes  - entre autres l'accès à l'eau etc.

Monsieur le Président Casimir Pierre Zaleski est certainement un représentant  éminent de notre émigration, il ne fait pression sur personne, il n'a pas besoin de flatter qui que ce soit. Il est un expert de rang mondial avec de très hautes responsabilités dans le domaine du nucléaire et des matières premières.

            Mais – comme nous le savons – d'autres voix nous parviennent depuis la France. Il y a quelques mois, le gouvernement français a annoncé un moratoire sur l'exploitation du gaz de schistes. La Secrétaire d'État Madame Nathalie Kosciusko-Morizet – responsable de l'économie et du développement, nommée il y a quelques jours porte parole du candidat Sarkozy pour les élections présidentielles – après sa visite au Canada et au USA – a exprimé une réserve. Un avis semblable est exprimé par la députée, candidate à la présidentielle Madame Corinne Lepage. Magistrat de son état, elle c'est rendue célèbre en gagnant un procès contre le propriétaire d'un grand pétrolier américain, dont le naufrage a causé une forte pollution d'une grande partie du littoral français. Madame Lepage a obtenu une indemnisation et sauvé des milliers de familles de pêcheurs.

            A Strasbourg, dans son bureau, j'entends : - Pourquoi les gens n'auraient pas le droit de connaître la composition d'un poison qui sera injecté dans la roche sur leur terrain ?  (S.T.: il s'agit d'environ 1% de ce « quelque chose », qui est ajouté à l'eau injectée à 2-2,5 mille mètres de profondeur, sous une pression de 600 bars; ce n'est bien sûr que 1 pour cent, mais il faut calculer sur d'énormes quantités d'eau).

- On ne peut pas accepter l'injection, même à des profondeurs aussi importantes de substances inconnues. Les entreprises doivent dévoiler ce que c'est. Ne serait-ce que pour qu'en cas de pathologies, par exemple suite à un accident on puisse savoir comment soigner les victimes et traiter l'environnement. Si elles ne le dévoilent pas – on ne peut pas leur accorder de de concession.

            Est-ce que ces réserves, exprimées par une avocate française, qui a déjà prouvé qu'elle était capable de sauver des gens – ne paraissent pas fondées ?

            Pourquoi nous rendre sans lutte. « Ils » entrent sur notre terrain (et en dessous) en nous promettant mont et merveilles. Ils ne le font certainement pas par… polonophilie, pour l'amour de nos danses folkloriques ou notre côtelette panée. Il paraît que seules deux entreprises mondiales ont le SAVOIR-FAIRE dans ce domaine. Il paraît qu'elles ne sont pas d'accord pour lever leur brevêts. Il paraît… Mais il paraît également que comme le dit un proverbe, le Polonais est le plus souvent sage après coup. Négociateurs au boulot. Pour qu'on ne se retrouve pas comme avec la compensation industrielle p:ex : pour les avions F-16.

            L'Italie a été récemment bouleversée par un verdict à l'issue d'un procès qui a duré 26 ans. Le Tibunal de Turin vient de condamner un milliardaire suisse de 64 ans, Stephan Schmidheiney et un Belge de 90 ans Jean-Louis De Carter à une peine de 12 ans de prison, par contumace il est vrai, mais tout de même. Ils doivent de plus verser  250 millions euro de dédommagements. Les négligences de la société Eternit ont causé le décès de plus de trois mille Italiens, suite à des maladies causées par la respiration de fibres d'amiante.

            Chez nous – Mesdames et Messieurs – il y a toujours, surtout dans les toitures 500 mille tonnes de cochonneries en amiante. Quand est-ce que nous allons nous y mettre sérieusement. Seulement quand l'Europe nous l'y obligera ? Ou quand nous aurons à payer des millions, comme MM S.S. et  J-L de C. jusqu'ici impunis. Et peu importe « La vérité est comme l'huile », ou bien « Les moulins du Bon Dieu tournent lentement » – l'important, c'est qu'un vent d'optimisme souffle du coté de l'Italie. Pas seulement de là bas d'ailleurs. Des US aussi, d'où d'une part on essaie de nous faire avaler une technologie mystérieuse et secrète à libérer le gaz du schiste. D'autre part, il y a quelques jours également, le géant Monsanto, fabriquant de pesticides vient de se faire condamner pour l'intoxication avec son produit Lasso d'un agriculteur de 47 ans qui lui aussi a dû lutter pendant des années pour obtenir gain de cause.

- L'homme est faillible – dit Madame Corinne Lepage, candidate indépendante, en compétition avec Nicolas Sarkozy – mieux vaut tout vérifier soigneusement. Les entreprises doivent indiquer la composition de ce qui est injecté sous terre. Sans cela, elles ne devraient pas obtenir de concession.

           

Les schistes sont profonds. Et on peut vite se retrouver jocrisse!

P.S. Nous venons d'apprendre, hier, que Monsieur le Président Casimir Pierre Zaleski recevra, le 20 mars au Belveder la décoration de la Pologne Restituée des mains du Président Bronisław Komorowski.

Shale or sham

We are counting our chickens before they are hatched but shale gas still rests underground.
If we succeed, we will become another Kuwait, the land of Eldorado. Some people claim it is a certain investment while others threaten us with ultimate environmental horror and ecological doom.

 

Warnings come from France. So here I am in Paris talking to Kazimierz Piotr Zaleski,
who rendered great service to Polish culture, the incumbent president of the Polish Historical and Literary Society (yes, the one established in the first half of the 19th century).
Mr Zaleski  was a partisan during World War 2 and after the war the communist regime kept him prisoner first at Majdanek, then at the Lublin Castle and finally in Wronki prison.

We talked not only about the crown jewel of Polish emigration in France, i.e. the Polish Library in Paris. We also talked about raw resources and minerals. Mr Zaleski is
a distinguished, world class expert in nuclear physics, a lecturer at the Massachusetts Institute of Technology, a consultant for nuclear safety, a former CEO of a nuclear power plant construction company and currently the General Administrator and lecturer at the Centre for Geopolitics, Energy and Raw Materials of the Dauphine University of Paris.

 

This is what I heard in a historical Polish home in France:

 

“It is worth drilling in order to examine Polish deposits of shale gas and learn about soil conditions nearby. All must be examined with due care. Hence we need to form a competent, politically independent committee, emulating American, French or Swedish bodies controlling nuclear power industry. The committee should decide whether the existing shale gas can be extracted in a way safe for the environment and public health.
The committee must have access to all technical data of commercial companies offering to exploit shale gas, which includes the composition of the fluid injected into the ground, possibly under confidentiality basis to make that data inaccessible to the competitors.
Later, the committee must supervise the actual extraction of gas. If the committee’s opinion
is positive, the shale gas will constitute economic advantage in the world of rising energy prices. Besides, Poland will enjoy two significant benefits: greater safety of power supply in the market and better trade balance.”

 

We have been watching Americans exploit shale gas for several years now, however, their example is not enough to decide to start extracting shale gas in Poland. Local circumstances, such as availability of water, are crucial in making such decision.

 

Kazimierz Piotr Zaleski, undoubtedly a very important figure among Polish expatriates,
does not lobby for anybody, need not flatter anybody, and is a world-class expert with prominent roles in nuclear power and raw resource industries.

 

Yet we hear other voices coming from France. Several months ago, the French government put a moratorium on shale gas extraction. The State Secretary for economy and development – Ms Natalii Kosciusko-Morizet, the appointed President Sarkozy’s spokesperson during elections, has voiced some reservations after her visit to Canada and the USA.
So did the Member of Parliament and another presidential candidate Corrine Lepage.
A lawyer by profession, her name hit the news when she won a law suit against the owners of an American oil tanker that was shipwrecked and spilled oil destroying large stretches of French coast. Ms Lepage won compensation and saved thousands of fishermen’s families.

 

This is what I heard in her office in Strasburg:

“Why can’t people who will have poison injected into their ground know its composition?” (author’s note: This is about 1% of the “stuff” added to water injected 2 – 2.5 thousand metres underground under pressure of 600 atm; it may seem little but this is 1 % of enormous quantities used).

 

“We should not agree to having something unknown injected underground, even so deep.
The companies must disclose what it is, at least in order to let us know how to treat people or protect the environment in the event of failure. Unless the data are revealed, they should  be denied the licence.

 

Aren’t these reservations of a French lawyer who proved she can save people reasonable?

 

We are we giving up without a fight? “Foreign invaders” come to our land (and beneath) promising us the earth. Surely, they are not here because of their philanthropy or their love of Polish folk dances or traditional cuisine. Apparently, only two global companies have the necessary know-how and refuse to disclose their closely guarded patents. Apparently…
And apparently a Pole is wise after the event. So let the negotiators get to work and let us avoid the mistakes of the offset scheme relating to the purchase of F-16 jet fighters.

 

Several days ago, Italy was shocked when after a 26-year trial the court of law in Torino sentenced 64-year-old Swiss billionaire Stephan Schmidheiney and 90-year-old Belgian
Jean-Luis De Carter to 12 year of incarceration. The verdict was passed in absentia but it was passed. The convicts are also to pay 250 million euros in compensations.
Due to the negligence of their “Eternit” company over two thousand Italians died of diseases caused by inhaling asbestos fibres.

 

Ladies and gentlemen, in Poland we still have 500 thousand tons of that asbestos crap – mainly on roofs. Are we going to do something about that now or only after EU imposes penalties? Or perhaps only after we have to pay millions just as the hitherto impudent S.S.
and J-L de C. It does not matter whether the „truth always outs” or the “mills of God grind slowly”, what matters is that the Italian case is optimistic. And not only Italian. Take a look at the USA: on the one hand they are selling us a mysterious, patented shale gas extraction technology but on the other hand a gigantic pesticide manufacturer Monsanto was lawfully sentenced, also a few days ago, for poisoning with their product, Lasso, a 47-year-old farmer, who had sought compensation for many years.

 

“To err is human”, says the independent candidate in French presidential elections - Corrine Lepage, “It is always best to verify everything by yourself. The companies must tell us what they inject or otherwise they should not obtain licences.

 

Shale gas is deep. To get shammed is easy!
